PUBLIC NOTICE: WASTEWATER SYSTEM IMPROVEMENTS PHASE 1

The City of Thomasville is applying for Federal Environmental Protection Agency (EPA) funding through the Community Grants Program.

Under the National Environmental Policy Act (NEPA), federal actions must be reviewed and evaluated for feasible alternatives and for social, economic, historic, environmental, legal, and safety considerations. Under Executive Order (EO) 11988 and EO 11990, the City is required to consider alternatives to and to provide public notice of any proposed actions in or affecting floodplains or wetlands. EO 12898 also requires the city to provide the opportunity for public participation in the planning process and to consider potential impacts to minority and low-income populations. This notice fulfills these requirements may also fulfill requirements under Section 106 of the National Historic Preservation Act (NHPA).

Funding for the proposed project will be conditional upon compliance with all applicable federal, tribal, state, and local laws, regulations, floodplain standards, permit requirements and conditions.

Proposed Work and Purpose:

The City of Thomasville is requesting funds to remove approximately 3253 linear feet of 8” VCP and 392 linear feet of 8” AC pipe and any unsuitable soils encountered. This removal will be followed by a direct replacement with 8” polyvinyl chloride (PVC) pipe that comprises this complete section of gravity sanitary sewer line. Along the existing sewer route there are approximately 15 manholes that will be replaced. Installation of a new gravity line new precast concrete structures with new ring and covers will replace the existing brick manholes along this route. The installation of new manholes will allow for the top elevations to be raised to elevate the top opening of the structure out of possible flood stage elevations, if the height is reasonable to reach. The force main construction will also include removing approximately 3645 lf of 8” cast iron pressure main and will be replaced with an 8” HDPE force main line. Three (3) existing sanitary sewer services are to be removed and replaced with a cleanout installed at the existing right of way. Upon replacement of the sewer mains, the trenches must be filled with suitable soil.

Project Alternatives:

Alternative #1 (no action alternative): If no action is undertaken, the location will continue to be at risk of continued inflow and infiltration. The Wastewater Treatment Plant will be overwhelmed during heavy flooding and can result in sewage spills of untreated waste into streams, rivers and other water sources.

Alternative #2: The only practicable alternative is to replace this section of the wastewater system.

Comment Period:

Comments are solicited from the public; local, state or federal agencies; and other interested parties in order to consider and evaluate the impacts of the proposed project. The comments should be made in writing and addressed to the City of Thomasville. All comments are due within 30 days of this notice. The City of Thomasville will forward comments to applicable regulatory agencies as needed.
