CITY COUNCIL APPROVES LANDFILL AGREEMENT

Back row, City Councilmember Wanda Warren, Mayor Greg Hobbs, and Councilmembers Jay Flowers and Todd Mobley.At its regular meeting on September 14, 2020, the Thomasville City Council unanimously approved an amended and restated Solid Waste Disposal Facility Agreement with Thomas County. The 50-year amended agreement will be effective on October 1, 2020.

“The amended facility agreement clearly defines the land usage, operations, and finances of the approximately 600-acre land parcel where the Thomasville/Thomas County Landfill is located,” said Alan Carson, City Manager. “The changes to the agreement have given some stability to this long-standing relationship, and is also beneficial to both parties.”

According to Carson, the County and City originally entered into an agreement in 1973. “County and City officials signed the original agreement in 1973 to operate a solid waste facility as a non-profit operation on land owned by the County and operated by the City,” said Carson. “A new agreement was signed in 1997 and revised in 2002.”

The amended agreement calls for a monthly payment from the City to the County government and establishes a Landfill Enterprise Fund. “Beginning on October 1, the City will pay Thomas County $25,000 per month for the duration of the agreement,” said Carson. “We will be responsible for maintaining a separate fund from that of our annual city budget for all solid waste disposal and Landfill facility matters, with separate audit statements.”

“All operations of the facility, including but not limited to permits, staff, equipment, maintenance, and liability will be the sole responsibility of the City,” said Carson. “However, all operations of the landfill will be treated as an enterprise funmd separate from all other activities of the City.”

“These amendments are good for all involved parties,” said Carson. “We look forward to the future of this long-term working relationship with the Thomas County Government and we thank all parties involved for their cooperation.”
