Thomasville-Thomas County Land Bank Authority
Overview
A land bank is a public authority focused on the conversion of vacant, abandoned, and tax delinquent properties into productive use. The Thomasville-Thomas County Land Bank Authority was established in 2006 to acquire tax delinquent properties, surplus properties of the local governments, and other properties in order to foster the public purpose of returning land which is in a nonrevenue-generating, nontax-producing status to an effective utilization status in order to provide affordable housing, new industry, and jobs for the citizens of Thomasville and Thomas County.
Regular Meetings
The Land Bank Authority regular meetings are scheduled on the Monday of the second full week of each month at 3:00 PM in the Community Room at the Housing Resource Center (125 Lester Street). Please refer to the City of Thomasville Public Meetings & Events Calendar to confirm the status of regularly scheduled meetings and/or the addition of called meetings.

Board of Directors
The Land Bank has a five-member board of directors that serve four-year terms. Two board members are appointed by the City of Thomasville, two members are appointed by Thomas County, and one member is appointed by the board. Both the City and County may appoint ad-hoc members to serve in an advisory capacity. The board is supported by staff from the City of Thomasville.

Inventory of Property
Please be informed that the Land Bank is not actively marketing or selling properties at this time.
While there are properties in the Land Bank inventory, we cannot confirm which, if any, of the properties are buildable, as many of the lots are nonconforming. Furthermore, most, if not all, of the lots require extensive legal remedies (foreclosing right of redemption, quiet title action, etc.) to secure insurable titles. We anticipate having a few buildable lots with clear titles available by the end of 2025. A comprehensive list of land bank properties are linked below.

In 2024 the Land Bank solicited consulting services from the Center for Community Progress to improve operations and inform future programming.

The Land Bank’s Strategic Plan for 2025 was derived from the findings and recommendations of the Center for Community Progress Report.
Land Bank Pilot Project: Title Clearance for Housing Development
The Land Bank launched a pilot program in 2025 to effectively clear the titles of properties within their inventory. Once titles are cleared, they will be available for sale.
Governing Documents
The Thomasville-Thomas County Land Bank Authority (TTCLBA) was created in 2006 through an intergovernmental agreement (IGA) between Thomas County and the City of Thomasville. By the end of 2013, the City of Thomasville and Thomas County amended the 2006 IGA in order to appropriately opt in to the revised land bank structure and powers authorized by the 2012 Georgia Land Bank Act.
